It's raining now, but the run-up to New Year's won't be all gloom, especially with goodies like the Moscow Fall '99 Festival of Music, which opened for its 21st year Nov. 1. The month-long contemporary classical music event features performances by musicians from all over the world. On Sunday, Russian artists will perform works by American composers John Cage and Tom Johnson and, Nov. 11, the Moscow Youth Music Club will perform its premier chamber music concert. The festival runs through Nov. 28 at the House of Composers, the Great Hall of the Moscow Conservatory and the Oval Hall of the Moscow Union of Musicians.
